Need movie name; tiny spaceships land on old NYC apt. bldg and mom spaceship has babies, but one isn't alive

One of the apartment dwellers "fixes" the dead baby spaceship(mostly by accident) and in return, the spaceship family repairs the old apartment building to "like new" status, and it isn't torn down by developers. Might have been late 80s or early 90s
